A childer is created when a Master vampire creates a spawn of his/her own image. The master wipes a newly turned vampires mind clean, and destroys all the memory's of the victims life before. Then shapes a new personality based on what the master wants the childer to be. Sometimes they will force a mind compulsion on the childer, which is a stronger version of a blood bond that allows the master vampire to control their childer. In ancient times, many old master vampires created their covens this way, making sure their childer would not rise up and betray them. But this practice is now frowned upon by many master vampires, and is only used in extreme cases.
